Robert Hart avait été élevé à Queen's College, Belfast, et
il obtint le diplôme de maître ès-arts hon. causâ, en 1875;
d'abord interprète surnuméraire de la Surintendance
du commerce de Hong kong (mai 1854), près du consulat
britannique à Ning Po (octobre 1854), assistant interprète
dans le même port (juin 1855), puis second assistant à Can-
ton (mars 1858), il remplit les fonctions de secrétaire des
Commissaires alliés pour l'administration de la ville de Can-
ton (avril 1858). Interprète du consulat anglais à Canton
(mai 1859), il obtint l'autorisation d'entrer dans les doua-
nes chinoises, où il fut promu d'emblée Député Commissaire
dans cette ville (juin 1859) ; nous avons vu que pendant
