nations upon the borders of China, as will turn

out to the eventual benefit both of the Chinese

themselves and of the rest of mankind.

To give way to that force, many think to be

immoral. But that force acts in accordance

with the laws of the world, and is the means of

progress. The immorality is surely rather in

opposing it, by upholding the unfit nations of

the earth against the fit, and so impeding the

onward trend of civilisation.

Probably no Government would act on the

lines above suggested. British Governments

can only afford to look at the immediate

present, and act as pays best at the moment.

And the propping up of China seems to give

promise of averting danger for a time. But

posterity will find that the words herein set

forth are just and true, and that our soundest

policy is to look to ourselves and to white

allies.
