Tangar, 8640 feet, is the headquarters of a
district with a population of about 50,000 in-
habitants. The town itself has some 4000 or
5000 inhabitants. The Magistrate, Ch'en Tsê-
fan, was an old Honanese who had not been in
his native province for forty years but had spent
his service on the Siberian frontier and here.
